The Pima County Community Land Trust (PCCLT) is a 501(c) 3 nonprofit, community-based organization committed to providing permanently affordable housing for low to moderate-income individuals and families; promoting community revitalization in the neighborhoods in which it operates; and providing ongoing programs and services that help families achieve, preserve, and sustain affordable housing.
Founded in response to the 2008 housing crisis, PCCLT began by partnering with HUD, the City of Tucson, and Pima County through the Neighborhood Stabilization Program to acquire and rehabilitate 89 foreclosed and vacant homes—now the foundation of its permanently affordable housing portfolio for families earning 50–80% of AMI. Since 2016, PCCLT has expanded its impact through the Property Acquisition and Development Project, creating new rental and homeownership opportunities in gentrifying neighborhoods like Barrio Hollywood and El Rio. In addition to housing development, PCCLT launched a HUD-approved housing counseling program in 2019, offering homebuyer workshops, financial education, and one-on-one counseling to support long-term housing stability and wealth-building.
